1.0       CALL TO ORDER

 

This special meeting was called to provide PAC members with another opportunity to review and provide input to the RFP.  The Chair reiterated that feedback was to focus on how the public would be affected/respond and for members not to be inclined to provide scientific input.

 

2.0       DECLARATION OF CONFLICT OF INTEREST

 

It was noted that Steve Reitzel had declared a conflict of interest prior to the meeting.

 

3.0       Presentation of Request for Proposal (RFP)

 

Pat Bolger, Marc and Glen again reviewed the slides shown at the last meeting.  Once again there were several items identified by the PAC throughout the presentation that were noted for reference in the preparation of the final document. 

 

Following this, the PAC were informed that feedback was required by May 6th from members of the TC.  If appropriate, these will be incorporated and the final document will be tabled for approval at the May 22nd TC meeting. 

 

It was requested the PAC provide input as to how the RFP should be advertised as it was noted the inclination of the companies is to release the document only to those they feel can complete the project to the standard they expect. The PAC expressed the concern that there may be other companies that would be missed with this process and each member of the PAC was canvassed as to their recommendation.  It was agreed, by those present, that the RFP be advertised as widely as possible.  If the companies were concerned as to the volume or appropriateness of responses, it was suggested that those wishing to respond to the RFP be required to submit a letter of intent which could go through an initial screening process.  It was felt that even though there would be considerably more bids, the “cream” would rise to the top and the most qualified consultant would win in the end anyway and an open process would be accomplished.
